This study examines the potential effects of implementing “Project 2025” and its policy platform, The Mandate for Leadership (referred to as The Mandate), on U.S. Official Development Assistance (ODA), multilateral engagement, and foreign policy if Donald Trump wins the next U.S. presidential election. The report seeks to break down and analyze Project 2025 to make it more accessible to policymakers and to assess its potential risks and impacts. It offers an initial look at how some U.S.-based International Non-Governmental Organizations (INGOs) and selected United Nations (UN) agencies are preparing, while also providing recommendations for European civil society organizations (CSOs) and governments. The study’s methodology includes a review of documents, media, and 13 key informant interviews (detailed in Annex 1).
The report emphasizes the harmful effects the project’s implementation could have on international support for Gender Equality and Sexual and Reproductive Health and Rights (SRHR). It argues that these issues should be considered within a broader context. Connections between groups opposing gender equality and SRHR and those denying climate change and promoting anti-vaccination efforts are now recognized as part of larger movements aimed at undermining democratic governance, human rights, and multilateralism. Addressing these challenges requires broader strategies and increased collective action to protect and advance human rights.
